The programme is directed at mid-career public and development managers and emerging scholars, who have already obtained an Honours degree in Public Administration/Public and Development Management. The aim of this Programme is to cultivate critical, multi-skilled researchers capable of addressing complex societal governance challenges, with a deep understanding of development dynamics and the influence of competing narratives. The programme seeks to promote independent research on issues that promote good governance in the local, provincial, national and regional public and development sectors.
There are two programme options.
First, the structured option, where 50% of your final mark is determined by a delimited research thesis and the remaining 50% the average mark attained for three 30-credit elective modules. The electives on offer vary from year to year.
Second, the full-research option, where the full weight of your marks are determined by a substantive research thesis. Registration for the 100% thesis option requires prior approval of your Masters research proposal by the MPA/MCom programme head, to ensure that the proposed study adheres to the requirements of a 180-credit thesis.

Entry Requirements:
For the MCom programme: An BAHons, BAdminHons, BComHons or an BEconHons degree in Public and Development Management with an average of at least 60%.
For the MPA programme: An HonsBPA or NQF level 8 qualification (professional bachelor’s degree, postgraduate diploma or honours degree) in the same classification of educational subject matter (CESM) category, with an average of at least 60%.
If you hold an NQF level 9 qualification or higher (master’s degree or PhD), you may be exempted from the 60%-average requirement above.
Further requirementsYou must submit either an honours degree research report or a research proposal relevant to the subject field as part of your application. The academic quality of the research proposal or research report will be assessed in terms of the demonstrated academic research and writing ability, familiarity with contemporary literature in the field, relevance of the research objectives, design and methods and the potential academic merit of the study.
You must have access to a computer and stable internet connection for online learning.
You must complete your research proposal and orally defend it to an academic panel.
